WHITE Few English writers of real influence and intellectual greatness have ever been so completely smeared with neglect and contempt as has William Godwin, the great philosopher in England of the tide of revolutionary thought which found its most active expression in the French Revolution. In his lifetime he was so forgotten during the counter-revolutionary reaction of the early nineteenth century that William Hazlitt could write of him in The Spirit of the Age as if he belonged already to another age, and the youthful Shelley, before becoming his most ardent disciple, could for some time suppose him already dead. Yet he was an important influence on the thought of both Coleridge and Shelley and upon many lesser writers and ardent young men of his time. The "love of approbation and esteem" which Godwin remembered as one of his earliest guiding passions was singularly ill rewarded.

Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. Enquiry Concerning Political Justice and its Influence on Morals and Happiness is a book by the philosopher William Godwin , in which the author outlines his political philosophy. It is the first modern work to expound anarchism. However, unlike most of the works that Burke's work spawned in the ensuing Revolution Controversy , Godwin's did not address the specific political events of the day; it addressed the underlying philosophical principles. Despite being published during the French Revolution , the French Revolutionary Wars , and the lead up to the Treason Trials in Britain, Political Justice argues that humanity will inevitably progress: it argues for human perfectibility and enlightenment. Its vision of human perfectibility is anarchist in so far as it sees government and related social practices such as property monopoly, marriage and monarchy as restraining the progress of mankind. The very existence of governments, even those founded through consensus, demonstrates that people cannot yet regulate their conduct by the dictates of reason. Godwin argued that the link between politics and morality had been severed and he wanted to restore it.

William Godwin — was the founder of philosophical anarchism. In his An Enquiry Concerning Political Justice he argued that government is a corrupting force in society, perpetuating dependence and ignorance, but that it will be rendered increasingly unnecessary and powerless by the gradual spread of knowledge and the expansion of the human understanding. Politics will be displaced by an enlarged personal morality as truth conquers error and mind subordinates matter. In this development the rigorous exercise of private judgment, and its candid expression in public discussion, plays a central role, motivating his rejection of a wide range of co-operative and rule-governed practices which he regards as tending to mental enslavement, such as law, private property, marriage and concerts. Epitomising the optimism of events in France at the time he began writing, Godwin looked forward to a period in which the dominance of mind over matter would be so complete that mental perfectibility would take a physical form, allowing us to control illness and ageing and become immortal. However, since his account of the content of utility is inseparable from the development of truth and wisdom, and since we can best promote this through the full and free exercise of private judgment and public discussion, the resulting position looks more like a form of perfectionism than utilitarianism.
